[Really, you'd think picking a mark would be easier than this. And yet, Oswald's yet to come across someone who he thinks would take him up on his offer. There are some, yes, but most of them seem like they'd either ignore him, or wouldn't take him seriously. Rather, he would like to pick someone who really seems like they would need something. That way, they'd be less likely to spend a long time thinking it over, and Oswald can finish the contract quickly and move on to the past, and then onto the next mark.
