[Organized crime in Gotham is a... complex affair, to put it extremely mildly. There are a lot of politics going on between all the different families. And even more within those same families, of course. People will do a lot to get to the top. Someone has to be at the very top of the pecking order, even among all the different organizations.
Right now, that's the Falcone family, of course. Which attempts to at least... appear to be on good terms with the Maroni family, even if this is very much not the case and everyone knows it. But everyone pretends, all the same.
Crime pays, so long as you do things properly. And that includes visits, when needed.
Edward is... not really made for all this. He knows it, his bosses know it, everyone knows it. But things just... work out like this, sometimes, and he's in too deep to just leave, really. So, along with some other Maroni goons, he's here at Fish Mooney's place. Just to check in and chat, obviously.
...Well, he split off in the alley outside, but no one really cares much if he tags along for this part. And he really needs to catch his breath. So maybe he just... wanders, a bit.

[Oswald is usually called to be at Mooney's side almost constantly, but in this instance, for this meeting, he's been dismissed. For now. He can't leave of course; that's not how this goes. He just has to go wait somewhere else until he's called back in. So Oswald has retreated to the alley at the side of the club to lean against the wall and take a breather.
And by take a breather, he means having a cigarette. So Edward will find very quickly that he's not alone in the alley. There is definitely a young man in a suit leaning against the wall, having a smoke]
[He does, in fact, discover this fact pretty quickly. He almost runs into this fact, actually, before he realizes he's not alone and halts. Probably, uh, a little too close.]
